III. HONORARY CITIZENS OF PODGÓRZE
The right to grant honorary citizenship “in recognition of public service” was made possible with a Borough Law for the Kingdom of Galicia and Lodomeria with the Grand Duchy of Krakow from 12 August 1866. On its basis, the Borough Council (from 1889, the Town Council) of Podgórze during the years 1867–1914 recognised 31 people who served the development of Podgórze and the whole of Galicia:

1871 – Piotr Smolarski, advisor of the County Court in Podgórze and the National High Court “(...) in recognition and respect of his way of unifying the residents of Podgórze during his four-year-long term as the supervisor of the County Court (...)”
1872 – Michał Leon Hoffmann, Podgórze town doctor “(...) on the 50th anniversary of his work as a doctor as well as recognition of his zealously completed duties as Podgórze town doctor for 40 years (...)”

Honorary citizenship was granted after application by the Council and at its cost. Awarding of the decorative diploma to people living in Podgórze could take place in a ceremony in the Town Hall of Podgórze, however it was usually awarded to an honorary citizen by a delegation of councillors with the mayor at its head – in June 1915 “Ilustrowany Kurier Codzienny” included information about a presentation in Kraków's Town Hall to Mayor Juliusz Leo of a decorative, artistic diploma of honorary citizenship of Podgórze by a delegation led by Mayor Franciszek Maryewski.
